The Red Hood--Todd--is going to be a problem. He may act like a boss, but he's one of them--one of the capes that stepped off the ranch. All this fighting, this is what he likes, especially if it sets me back.
I was the crimelord of Gotham; I unified the gangs under my leadership. He showed up on the scene angling for my place in the foodchain and tried to systematically destroy my operations.
[he sucks in a lungful and begins rattling off the rest and you just know he's counting off the items on his fingers. he grows increasingly irritated the longer he speaks.]
Killed my men, blew up my shipments, blew up my office, somehow evaded my assassins, squeezed me into a detente that featured blowing away all my capos, then tried to back out. Even worse, he didn't have the stones to do it in person, but sent some schmo dressed up as him and I never would have known his connection to the Bat if I hadn't stabbed his doppleganger to death in front of the freak in tights.

Quite frankly, the best solution is permanently caging him and torturing him senseless because this is a bad penny who'll come right back.
How many enemies does he have here? He's relatively low-key. We go after her, odds that I did it are high. He knows how I operate. He'll come down hard and we'll have a full blown war zone. I don't know about you, but I don't have the manpower needed to sustain a gang war right now.
[a pause as he gathers his thoughts.]
First, I want to constrict his business. Cut off his supply and demand. A dummy gang run with a puppet leader can keep him busy, as long as they keep their heads on their shoulders. Increased gang activity near his territory is going to draw police and cape attention while we solidify our forces and expand. We cut him off and isolate him before we burn everything he has to the ground and salt his earth. Which I am more than willing to do literally.
